Prosecutors link the arrest to a grand jury probe of North Philadelphia gang violence; a preliminary hearing is scheduled for Dec. 29.
PHILADELPHIA — U.S. Marshals arrested 25-year-old Tyvine Jones at a Lansdowne apartment complex Wednesday morning, closing a months-long manhunt tied to three fatal shootings in Philadelphia, officials said. Jones surrendered after officers surrounded the Stratford Court Apartments on Lansdowne Avenue.
The arrest marks a shift from a regional search to courtroom steps in three murder prosecutions. Investigators say Jones is linked to a North Philadelphia crew known as “Blumberg,” and that a grand jury inquiry helped develop evidence in the killings. The victims—Hayward Garrison, 16; Wesley Rodwell, 20; and Ryan Findley, 23—were shot in separate incidents in 2020 and 2022. Prosecutors said Jones fled in April 2024 after two co-defendants were picked up. He now faces counts including first-degree murder, conspiracy, aggravated assault, reckless endangerment, weapons offenses and possessing an instrument of crime.
Officials said the Marshals’ task force acted on an anonymous tip around 8:30 a.m. and coordinated with Philadelphia homicide detectives and state agents. “Our commitment remains the relentless pursuit of violent fugitives,” U.S. Marshal Eric Gartner said in a statement. Assistant Chief Joe Lanuti of the Philadelphia District Attorney’s Office said Jones avoided capture by cycling among addresses across the city and nearby counties, using his group’s resources to move often. After the arrest, Jones was taken to the Philadelphia Homicide Division for processing. No injuries were reported.
Prosecutors outlined the timeline: Garrison was fatally shot on the 2200 block of West Diamond Street in Aug. 2020; Rodwell was shot multiple times on the 1600 block of West Erie Avenue in May 2022; and Findley was shot in the head on the 1600 block of Creston Street in Sept. 2022. In one case, investigators said surveillance video captured the assault. Officials said Garrison and Rodwell were targeted as rivals; they did not release the motive in Findley’s killing. Authorities said all co-defendants in the connected cases are in custody and awaiting trial.
Records cited by prosecutors show Jones had a prior 2020 gun case and received three years of supervised probation in 2022, weeks before the Rodwell shooting. The District Attorney’s Office said Jones was placed on house arrest before sentencing on the 2020 charge as a first-time offender during COVID-era detention policies. The office said a focused gang probe began in mid-2023 and yielded additional evidence tying Jones to the homicides, which led to intensified fugitive operations in 2024.
Jones’ arrest drew curiosity in Lansdowne, where residents saw officers set up a perimeter along Lansdowne Avenue. “They were everywhere for a few minutes and then it went quiet,” said Lewis Carter, who was waiting for a bus nearby. Neighbor Kate Dobbins said the area is usually calm, adding, “I’ve never seen that guy before.” Another resident, Lillie Wood, said the suggestion of a hired gun living in the building didn’t match the older, quiet population on her floor.
Jones is being held pending a preliminary hearing set for Dec. 29 in Philadelphia. Prosecutors said they expect to file additional documents before the hearing and that they will outline further steps in the investigation in court. Officials did not say how long Jones had been at the apartment or whether anyone else lived there. No additional arrests were announced following the capture.
