A regional Internet Crimes Against Children investigation led detectives to search a Galveston residence and seize multiple electronic devices.
GALVESTON, Texas — A cyber-tip received by an investigator assigned to a regional child exploitation task force led to a weeks-long Galveston County investigation, a residential search and the arrest of a 43-year-old woman accused of possessing material depicting the sexual assault of a child.
The investigation illustrates the digital path authorities say led them to B-Liss Milton, who was arrested Oct. 9 after detectives searched a residence in the 5200 block of Avenue R 1/2. Investigators seized multiple electronic devices that were being examined for potential evidence, according to the Galveston County Sheriff’s Office.
Authorities said the case began in September when Detective A. Espinosa, a member of the Houston Metro Internet Crimes Against Children Task Force, received a cyber-tip from the National Center for Missing & Exploited Children. The information was then investigated by the sheriff’s Major Crimes Unit.
The tip included allegations that a 12-year-old child was being offered for sex and that a video depicting sexual activity involving a child had been shared, authorities said. Other reporting identified the 12-year-old as Milton’s daughter. The child has not been publicly identified, and details that could expose her identity have been withheld.
Investigators worked on the information before obtaining a warrant to search the Galveston residence. On Oct. 9, Major Crimes detectives and members of the Houston Metro Internet Crimes Against Children Task Force carried out the search and collected electronic devices for further examination.
The seizure of the devices means part of the investigation remained unfinished after the arrest. Digital forensic examinations can be used to review stored files and communications relevant to a case, but authorities had not publicly announced the results of the examinations or disclosed the full contents of the devices as of Tuesday.
Milton was charged with possession of visual material depicting sexual assault of a child, which authorities described as a first-degree felony. Her bond was set at $150,000. Although the investigation includes allegations that the 12-year-old was being offered for sex, the charge publicly announced after the search concerned the alleged visual material.
The distinction is important because investigators can examine several allegations during a single case while prosecutors file charges based on evidence they believe supports specific criminal offenses. Further charges, if any, would require additional action by authorities. Officials had not publicly detailed such action in the reports available after Milton’s arrest.
The Houston Metro Internet Crimes Against Children Task Force works with local investigators on cases involving suspected online exploitation of minors. In this case, authorities said cooperation between the task force and the Galveston County Sheriff’s Office moved the investigation from the initial cyber-tip to a search warrant and arrest within several weeks.
The case remains under investigation as authorities examine the electronic devices seized from the Galveston residence. Milton is accused, not convicted, and the allegations against her will be subject to the criminal court process.
